Hành vi phân loại rác của hộ nông thôn dưới khung lý thuyết “Khả năng – Cơ hội – Động lực”
Abstract
This study examines waste separation behavior of rural households using the COM-B (Capability–Opportunity–Motivation) framework, based on survey data from 2,198 households. Waste separation is conceptualised as a two-stage decision process, consisting of an initial participation decision and the level and quality of waste handling once the behavior is activated. The results show that household capability, institutional access, and behavioral motivation play an important role in triggering participation in waste separation, whereas the quality of waste handling depends primarily on system-level conditions, particularly the availability of formal waste collection services. In addition, environmental shocks reduce both the likelihood of participation and the quality of behavioral implementation. These findings suggest that waste separation is a system-dependent behavior, requiring policy interventions that combine behavioral activation with investments in waste collection and treatment infrastructure.

Nghiên cứu được thực hiện với mục đích phân tích hành vi phân loại rác thải sinh hoạt của hộ gia đình nông thôn dưới khung lý thuyết Khả năng – Cơ hội – Động lực (COM-B), sử dụng dữ liệu điều tra 2.198 hộ. Phân loại rác được tiếp cận như một quá trình ra quyết định hai tầng, bao gồm quyết định tham gia ban đầu và mức độ, chất lượng xử lý rác sau khi hành vi được kích hoạt. Kết quả cho thấy các yếu tố về năng lực, thể chế và động lực hành vi đóng vai trò quan trọng trong việc kích hoạt quyết định phân loại rác, trong khi chất lượng xử lý rác phụ thuộc chủ yếu vào các điều kiện hệ thống, đặc biệt là sự hiện diện của kênh thu gom rác chính thức. Ngoài ra, các cú sốc môi trường làm suy giảm cả khả năng tham gia và chất lượng thực hiện hành vi. Các phát hiện gợi ý rằng phân loại rác là hành vi phụ thuộc hệ thống, đòi hỏi can thiệp chính sách phải kết hợp giữa kích hoạt hành vi và đầu tư hạ tầng thu gom – xử lý.
