Tác động của chất lượng quản trị công và môi trường kinh doanh đến GRDP các tỉnh, thành phố tại Việt Nam

Abstract
The overall objective of this study is to examine the effects of the Provincial Governance and Public Administration Performance Index (PAPI) and the Provincial Competitiveness Index (PCI) on gross regional domestic product (GRDP) across 63 provinces and centrally governed cities in Vietnam during 2018–2024 using fixed-effects models (FEM) and random-effects models (REM). The results show that both PAPI and PCI positively affect GRDP, highlighting the role of institutional quality in local economic development. Total retail sales and labor skill levels also have significant positive effects, whereas the Industrial Production Index (IIP) has a negative effect, suggesting that extensive industrialization has not generated proportional value added. These findings provide empirical evidence and offer directions for future research on growth driven by institutions, domestic consumption, and industrial quality.

Nghiên cứu nhằm phân tích tác động của chất lượng quản trị công, đo lường thông qua chỉ số hiệu quả quản trị và hành chính công cấp tỉnh (Provincial Governance and Public Administration Performance Index - PAPI) và môi trường kinh doanh, đo lường thông qua chỉ số năng lực cạnh tranh cấp tỉnh (Provincial Competitiveness Index - PCI) đến tổng sản phẩm trên địa bàn (Gross Regional Domestic Product – GRDP) của 63 tỉnh, thành phố tại Việt Nam giai đoạn 2018 – 2024 với mô hình tác động cố định (Fixed Effects Model - FEM) và tác động ngẫu nhiên (Random Effects Model - REM). Kết quả cho thấy PAPI và PCI đều tác động tích cực đến GRDP. Ngoài ra, tổng mức bán lẻ và trình độ lao động tác động tích cực đến GRDP, trong khi chỉ số sản xuất công nghiệp (Index of Industrial Production – IIP) tác động âm, phản ánh mô hình công nghiệp hóa theo chiều rộng chưa tạo ra giá trị gia tăng tương xứng. Kết quả cung cấp bằng chứng thực nghiệm về vai trò của thể chế đối với tăng trưởng kinh tế địa phương.
