Abstract

The European Union Deforestation Regulation (EUDR) sets out new and stringent requirements for agricultural export supply chains. As the world’s second-largest coffee exporter, Vietnam needs to meet the compliance requirements of the EUDR. Based on a survey of 1,724 households, combined with group discussions and in-depth interviews, together with the application of a Generalized Additive Model (GAM), this study assesses the ability of coffee-growing households to comply with the EUDR through three main aspects: deforestation risk, land legality, and certain production practices. The study shows that the ability of coffee-growing households to comply with the EUDR remains uneven, as reflected in differences in deforestation risk, the completeness of land legal documents, land parcel structure, and certain pesticide use practices. At the same time, the study also indicates that each study region faces different compliance challenges. The findings provide important empirical evidence for the development of appropriate policies and support programs to enhance EUDR compliance in Vietnam.
